LOBLAWS PLAZA: DEVELOPMENT PROPOSAL

NEIGHBOURHOOD RECOMMENDED CHANGES

1. REDUCE BUILDING HEIGHT FOR BLOCK 02: The eight-storeys shown for the east portion of this building is far out of scale with the 2-storey houses directly next to it. Four-storeys—like Block 03— would be much more appropriate.

2. MAKE A PEDESTRIAN MEW BETWEEN BLOCK 02 & O3: This space would be better as a landscaped open space rather than a driveway (similar to Block 05 Pedestrian Mew) since it serves as the terminus for Herman Ave, which directs most of the pedestrian flow into this development area from the extended neighbourhood to the south. This could be facilitated by moving the driveway west so that it goes directly into the building (similar to Block 06).

3. ALLOW HOMEOWNERS TO MAINTAIN GATE ACCESS TO BLOCK 03 & 04 POPS: This has been the de-facto situation for these homeowners for decades, informal as may be it may be. We believe that this should be formalized.

4. MAKE BLOCK 03 POPS INTO A PUBLIC LANEWAY: Instead of a narrow landscaped space, have a public laneway coming off of Herman Ave (but not connected to the new street grid). This would help resolve the point made above and would allow for further densification through the potential of new laneway suites.

5. MOVE THE PUBLIC PARK TO THE SOUTHERN EDGE: In November of last year, City Planner Victoria Fusz shared with us City Staff's rationale for locating the park in the site's centre. Here is a link with our arguments for why we believe this to be a mistake, and why the public park is best located along the southern edge of the site, replacing Block 03 and combining with the other adjacent open spaces to form one large public park.

6. MAKE AT LEAST 10% OF THE UNITS AFFORDABLE HOUSING: the 4.3% proposed just doesn't seem sufficient given the scale of this project and the affordability problem that plagues this city.

We created this alternative plan to help demonstrate the neighbourhood’s ideas for improving the current development proposal. It is derived from our community survey and letter to the City Planner.

REVIEW THE DEVELOPER’S PROPOSAL

In July of 2022, the developer Choice Properties issued a revised development proposal. It includes significant changes compared to the previous 2018 plan.

READ OUR LETTER TO THE CITY PLANNER

Following the City’s Community Consultation meeting on February 15, 2023, we sent a letter to the City Planner explaining how we think planning policies should be balanced in the development. It was signed by over 60 residents.

VIEW THE COMMUNITY SURVEY RESULTS

In November 2022 we surveyed the neighbourhood door-to-door about the development proposal. Nearly 100 residents participated, giving clear direction on how the proposal could be improved.
